
In 2021, Parma Public Housing Agency (PPHA) sold its only public housing property, leaving the agency with only a Housing Choice Voucher Program. Because the agency serves all of Cuyahoga County and not just Parma, the name was changed to better reflect its mission.
North Coast Housing Connections (NCHC) is a federally funded rental assistance program for low- to moderate-income families. NCHC administers 802 Housing Choice (Section 8) Vouchers throughout Cuyahoga County. The agency provides applicants and participants access to excellent affordable housing and offers a path to self-sufficiency through its voluntary Family Self-Sufficiency Program. Its board of commissioners includes the mayor, city council, city auditor, city treasurer and law director.
Note: Although the organization will legally remain Parma Public Housing Agency, it is registered to do business as North Coast Housing Connections.

North Coast Housing Connections Director

Amy Waxman joined North Coast Housing Connections (NCHC), formerly the Parma Public Housing Agency, in June 2022 as executive director. She has more than 28 years of experience in the affordable housing industry in both private and public sectors. The majority of those years were spent in several executive leadership roles at a large affordable housing authority and as deputy director leading a large Housing Choice Voucher Program. Her expertise covers all functions within the HCV program, including policy and procedural analysis, financial management, system implementation, project management and housing quality standard inspection protocols.
Waxman is nationally recognized as an HCVP expert and often presents to industry groups on related topics. She has served as a member for the National Association for Housing and Redevelopment Officials. She also holds certifications in HCVP Executive Management, Occupancy Specialist (COS) and HQS Inspector.
