Taxation

Between March 15 and April 18, 2022, taxpayers are able to drop off their annual returns to the Tax Department, which will then complete those returns and mail residents copies. Residents must include their W-2s and all other information needed for city tax returns. They will be notified if further action is needed.

Residents can also mail their city tax returns to:
Tax Department, City of Parma, 6611 Ridge Road, Parma, Ohio 44129.

The Tax Department is also encouraging residents to prepare city taxes online using Tax Connect (scroll to see E-Filing for City Taxes). A resident must know his or her active city tax account number to use the system.

Filing Due Date for Employee Withholding

Withholding remittance and payment must be received no later than the 15th of the month following the reporting period. SB 172 changed the quarterly withholding payment due date to the last day of the month following the end of the quarter.

Monthly and Quarterly Withholding Threshold

An employer must remit monthly if the withholding in the previous calendar year exceeded $2,399 or if the amount required to be withheld during any month of the previous calendar quarter exceeded $200.

An employer can remit quarterly if the withholding is under the threshold described for monthly filers.

Penalty and Interest Rates

The late filing penalty is $25 a month per return (capped at $150 per return) regardless of liability. The penalty is a one-time $500 fee for casino operators and lottery sales agents.

The late payment penalty on withholding is a one-time 50 percent penalty of the unpaid balance at the time payment is due.

Late payment penalty on unpaid income tax and unpaid estimated income tax is one-time 15 percent of the amount not paid.

Interest will be calculated at the July federal short-term interest rate, plus 5 percent. See the chart below for years and rates.
