Requests for Proposals

The Human Resources and Purchasing Department is responsible for several important functions for the City of Parma. Purchasing includes general supervision over the purchases and contracts for all supplies and services for the City of Parma. The Purchasing employees maintain office supply storeroom inventory and ensure all employees have necessary office supplies on time. This department is responsible for general supervision over the purchases and contracts of all supplies and services for the city and ensures compliance with the informal and formal bid processes. In turn, this enables the city to obtain the best and lowest prices on all the materials, equipment and services used. The staff cultivates relationships with local businesses to support the local economy.

Human Resources is responsible for recruitment, employment and retention of employees and administration of all employee benefits, including health insurance, life insurance, retirement benefits, deferred compensation, flexible spending plans and the Employee Assistance Program. Human Resources employees are responsible for administration of the Worker’s Compensation program and proper retention of all employee records. The staff coordinates training and other HR programs.

This Human Resources and Purchasing departments sort, deliver and meter more than 300 pieces of mail delivered to and sent from City Hall each day.

Staff also oversee City Hall’s main telephone line.

Renee Guy became the director of Human Resources and Purchasing in December 2016. She has served the City of Parma since May 1999, first in the Auditor’s Office and then in Human Resources since April 2011.

Guy earned a bachelor’s degree in business administration from Baldwin Wallace University in 2007 and a master’s degree in business administration (MBA) with a specialization in human resources management from Ashland University in 2012.
