Other Programs Offered to Businesses:

  • COVID-19 Related Small Business Grant Program 
    This grant is available to assist businesses that suffered a loss of 25 percent or more in revenue after March 20, 2020 due to the COVID-19 pandemic. A business must have 15 employees or less to qualify and must retain one full-time at-risk job for three months. If the business has less than five employees (including the owner) and the owner has a low or moderate income, there is no job retention requirement. The grant amount is the lesser of $10,000 or three times the average monthly operating expenses for the business between Jan. 1, 2020 and March 31, 2020. For details:

  • Enterprise ZoneReal and personal property benefits for a business that expands or locates in Parma. Limited to industrial projects that agree to retain or create employment; establish, expand, renovate or occupy a facility in the Enterprise Zone; and invest in new real and/or personal property prior to project initiation. Up to 75 percent exemption on real property improvements or personal property tax valuation for up to 10 years.
  • Community Reinvestment Area provides local real-property tax incentives for residents and businesses that invest in designated areas of Parma. Incentives are available for residential, commercial and/or industrial projects involving remodeling or new construction. Commercial and industrial projects must have an agreement in place prior to an investment. Up to 100 percent exemption of the improved real property tax valuation for up to 15 years.
  • Economic Development Grant Program provides a cash rebate of payroll taxes the city receives for businesses that expand or locate within Parma. To qualify for the rebate, an agreement must be in place prior to payroll. A maximum of 50 percent rebate for 15 years is available in city-wide locations. The Economic Development Review Board determines eligibility for participation and grant awards.
  • Storefront Renovation Program A provides a 50 percent matching grant on expenses a building owner or tenant incurs for upgrades, renovations and/or improvements on a commercial storefront in select census tracts within Parma. The maximum grant is $21,000. An agreement must be in place prior to the improvements.
  • Commercial Loan Program A low-interest loan is available for startup costs, equipment purchases, job creation, expansion and other costs associated with assisting in the growth of the enterprise. One job must be created for every $35,000 borrowed. The Loan Review Committee will determine eligibility and project approval.
